What Is Bulk Billing?
Bulk billing is an arrangement under Australia’s Medicare system where your doctor charges the Medicare benefit directly — meaning you pay nothing out of pocket for your consultation. Instead of the practice charging a fee that you then claim back from Medicare, the billing is handled entirely between the practice and Medicare.
For patients who are eligible, bulk billing removes the gap payment that can otherwise apply to GP visits. It’s a meaningful part of Australia’s commitment to accessible healthcare for all residents.
How Does Medicare Work?
Medicare is Australia’s universal health insurance scheme, funded by the federal government. Every Australian citizen and most permanent residents are eligible to enrol in Medicare and receive a Medicare card.
When you see a GP, Medicare will cover a set benefit amount for the consultation. If your doctor charges more than that benefit, you pay the difference (known as a “gap payment”). If your doctor bulk bills, they accept the Medicare benefit as full payment and you pay nothing.
Who Is Eligible for Bulk Billing at My Family Doctors?
At My Family Doctors, we bulk bill the following patients:
- Concession card holders — including Healthcare Card, Pensioner Concession Card, and Commonwealth Seniors Health Card holders
- DVA card holders — Department of Veterans’ Affairs Gold Card, White Card, and Orange Card holders
- Children under 16 years of age

What About Patients Who Don’t Qualify for Bulk Billing?
Patients who don’t meet the bulk billing criteria are seen under a mixed billing arrangement. This means a consultation fee applies, which includes a Medicare rebate. Our reception team will let you know the fee and rebate amounts when you book, so there are no surprises.
To claim your Medicare rebate, you can do so on the spot at the practice if you have your bank account linked to Medicare, or you can claim directly through the Medicare app or myGov after your visit.
What Services Are Bulk Billed?
For eligible patients, bulk billing applies to standard GP consultations. Some services may attract additional charges regardless of bulk billing status — for example, certain procedures, referrals requiring extended consultations, or allied health services.
If you’re unsure whether a particular service will be bulk billed, we encourage you to check with our reception team when making your appointment. Being informed upfront helps avoid any confusion on the day.
Do I Need a Medicare Card?
To be bulk billed, you need a valid Medicare card. If you’ve recently moved to Australia and are enrolled in Medicare, your Medicare number is sufficient even before your card arrives. Newborns are typically added to a parent’s Medicare card — our reception team can assist if you have questions about adding a new family member.
